The story takes place in the year 2034, two years after the events in Ghost in the Shell: S.A.C. 2nd GIG. Ghost in the Shell: Stand Alone Complex Collection

The action takes place in the fictional Japan of the year 2030, where the of the special unit "Section 9" are entrusted with solving various cases of crime, espionage and terrorism. This also includes the case of the "Laughing Man", which caused a stir some time ago, but was never cleared up by the responsible police department. In the course of their own investigation, Section 9 discover that the Laughing Man case is far more complex than it first appears.
